CFTC Proposes New Rules for Leveraged Crypto Trading, Seeks Public Comment
The Commodity Futures Trading Commission has opened a public comment period on an advanced notice of proposed rulemaking covering crypto asset transactions and crypto asset markets, according to the CFTC’s press release.
The rulemaking introduces two draft frameworks: Regulation CTX, aimed at crypto asset transactions, and Regulation CAM, aimed at crypto asset markets, according to The Block. The Block reports the proposal also creates a new category of exchange, described as a “crypto asset market,” to oversee leveraged and margined retail crypto trading.
According to CoinDesk, the move puts the CFTC alongside the Securities and Exchange Commission in advancing crypto-specific rulemaking, though CoinDesk notes a regulatory gap remains around spot crypto markets, which fall outside the scope of this proposal.
The CFTC is soliciting public input on the proposed regulations before any formal rule is drafted, per the agency’s announcement.
