OCC Finalizes GENIUS Act Stablecoin Rule, Drops Proposed Rewards Presumption
The Office of the Comptroller of the Currency has published its final rule implementing the stablecoin provisions of the GENIUS Act, according to The Block and The Defiant. The rule takes effect Jan. 18, 2027, per The Defiant.
The OCC dropped a proposed presumption governing third-party rewards arrangements for stablecoin issuers, according to The Block and The Defiant. CoinDesk reports the agency will instead weigh stablecoin rewards questions against the GENIUS Act’s ban on interest-bearing stablecoins starting from a fresh baseline rather than relying on the earlier proposed presumption.
The Defiant reports that existing stablecoin issuers with substantially complete applications already pending before the OCC will be able to seek temporary compliance waivers under the final rule.
The GENIUS Act, signed by President Trump, set out a federal framework for payment stablecoins, including restrictions on paying interest or yield directly to holders. The OCC’s rule is described by The Block as the first federal regulator to finalize implementing rules under the law.
